ELIGIBILITY NORMS FOR ESTABLISHMENT OF EXAMINATION CENTRES OF BHARTIYA MUKT Vidyapeeth, UTTAR PRADESH, LUCKNOW - 227 105
All autonomous Institutions registered under the Societies Act, or societies or trusts registered under a similar Act of State/Central Government/Education Board/ Indian Universities or Institutions registered as above and run according to the said criteria for three years or more at the time of applying to Bhartiya Vidyapeeth, Uttar Pradesh for Permission to open a Centre/Exam Centre or Institution where qualified teachers are available for running them.
Rules for Establishment of Centre
Application for establishing Exam Centres should be submitted the date stipulated in the Form
The application should be submitted by the institution's Chairman/Secretary or by the Principal of the School/ College along with a declaration on a non-judicial stamp paper worth Rs. 10/-
The application should be accompanied by proposal passed by the Executive Committee of the Institution for the Institution for the establishment of the Centres
The application should be accompanied by certified copy of the proposal, by laws and other certified copies of testimonials
The application should be attest either by a Gazetted Officer or the School Inspector/ Local M.L.A. or M.P
A small write-up mentioning why a Centre of the BSP, UP is sought to be established
A copy of the application for no objection certificate submitted to the answer is received within 2 months of submitting the application, if there will be no answer for application it should be resolved by NOC
The centre opening fee of Rs. 15,000/- and Rs. 25,000/- as security money should be deposited. Rs. 40,000 in the form of Bank draft by the name of Bhartiya Vidyapeeth, U.P. Should be deposited as Security (for foreign Institutions the amount will be three times). The fee for opening centre should be sent either in cash or by crossed Bank Draft to Bhartiya Vidyapeeth, U.P. Lucknow (India) by registered post
RULES FOR ACCEPTANCE OF EXAMINATION CENTRE
Generally only one Centre in a district will be approved. However, if necessary, More than one centre can be accepted. The second centre will be at distance of not less than 20 Km. from the first
Bhartiya Vidyapeeth, U.P. has given the responsibility of Correspondence course to a reliable Private Institution viz. Indian Institute of Professional Studies, Lucknow-10 All Centres / Examination Centres are required to work under the guidance of this Institution. Parishad does not accept direct applications. Bank Drafts can be sent to the Institute or Parishad concerned. The centres are established on the recommendation of the above Instt. only
According to the Parishad's Rules, approval for opening new centres will be for three years on a temporary basis to beginning with and not more than 5 courses will be allowed at the first.
If the Centre's performance in satisfactory, the question of giving extension for recognising it as a permanent centre can be considered after three years
At least 35 students should be taking part in a session for one examination at a new centre. If the number of students in less, they will be transferred to the nearest centre for appearing in the Exam. For which no prior notice will be given.
No centre is entitled to open a sub-centre or a branch. This requires prior approval of the Parishad
The jurisdiction of a centre will we strictly in terms of the registered norms of the Institution/Trust.
EXAMINATION / CONTACT CENTRE'S RIGHTS & RESPONSIBILITIES
The examination centres recognised by or affiliated to the Parishad are required to as representative of the Parishad.
Besides inssemination and propagating the programmes of the Parishad, they are also empowered to accept application form/examination fee from the students. Besides the said right, centres will have the following responsibilities also.
To observe the instructions issued by the parishad from time to time.
To submit all programmes to the Parishad as per policies and guidelines issued by the Parishad.
To receive admit card/examination from and fees from willing candidates and submit the same to the Parishad Office within the stipulated period or one week.
To make arrangements for the exams and to appoint invigilators and examiners on the basis of approval obtained form the Parishad.
To procure and distribute study and teaching materials and to make arrangements for examination of students transferred by the Parishad.
To provide laboratories and materials for practical and to make available services of demonstrations for conducting examination.
To collect Enrolment/Examination Forms, Exam materials, etc. from the parishad office from time to time and keep them in safe custody and maintain confidentiality.
To evaluate the answer books permitted by the parishad and tabulate, announce the results.
To maintain cordial relations co-ordinate with local educational institutions/Autonomous Bodies/Trust/Govt. Officers/Officers/Political leaders and social activists for the successful running of the centres.
To prepare a statement of registered students appearing for exams at the centre and submit the same to the parishad from time to time and also to furnish required documents for the inspection of the parishad's representatives.
To maintain records of all exams organised at the centre and produce the same for parishad's review.
To maintain statement of accounts and submit the same to the parishad when required.
To observe compulsorily all instructions/orders issued by parishad from time to time and do thing that will violate or come in the way of the code of conduct laid down by parishad.
To make arrangements for conducting the exams of students transferred from another centre by the parishad.
To attend at least two general meeting and the annual meeting of the parishad.
Scholarship not more than 5 percent will be allowed in the number of students. Applications are required to be submitted within the stipulated period.
Special Attention
If students are admitted directly by the Centre, the first instalment should be sent to the Secretary. Bhartiya Vidyapeeth, U.P. Bharat Bhawan, Lucknow - 227105 U.P. either by Draft/M.O. or in cash.
Ordinarily every exam form should be submitted along with the admission fee either Bank Draft or by M.O. otherwise the form will treated to have been not accepted.
If a centre lacks the desired number of students, the students registered at the centre will be transferred to other nearest centre. No correspondence, request or recommendation will be acceptable in this situation.
The above rule will not be applicable to those centres which have deposited lumsum security in the joint name of Secretary/Director, Bhartiya Vidyapeeth, U.P.
Any centre violating the parishad's rules or working against its prestige will run the risk of its registration being cancelled without prior notice and the amount deposited as security will stand forfeited. All expenses thereon will be borne by the Centre in charge.
Every year parishad's session will begin from the month of July and the final examination will commence from May/June.
In the event of any controversy/dispute among any Student/Member/teacher/employee of the Centre or Institution will be resolved by the committee appointed by the Bhartiya Vidyapeeth under the provisions of the Indian Arbitration Act., 1996 Direct approach to the court will not be acceptable. The decision of the committee is final.
All disputes will be subject to Lucknow jurisdiction only
Rules of Remuneration
The following shall be the remuneration payable for services rendered by BSP Representatives / centres/sub-centres, etc. during 2004-2005.

2 to 10 10% + Study Material
11 to 24 20% Royalty + study material
25 to 150 25% Royalty + study material
151 to 399  30% Royalty + study material
400 and above 35% Royalty + study material
In case of large number of students letters of appreciation will be awarded. Study materials will be provided by the Parishad. In case of private students appearing for programmes of the Parishad no remuneration shall by payable.
If any Centre provides facilities to students for their studies etc. with the permission of Parishad, then the centre will be required to deposit the special fee which is 60% of the total correspondence fee per students. For regular course, at least 25 students must be appearing for each course.
Remuneration based on the number of students will be paid in December and within one month from the date of completion of exams. In case where students have paid only one instalment of their fee, no remuneration shall be payable and also they will not be eligible for transfer to another centre.
Exam Fee per student who is transferred from the Headquarter will be the following :-
5 to 15 Rs. 150/- should be given
16 to 100 Rs. 100/- per examinee (Practicals and oral inclusive)
101 and above Rs. 75/-do-(Rs. 10/- extra for practical & oral)
Note:-The above remuneration is payable within one month from the date of completion of the exams.
The remuneration includes TA etc. of Centre Incharge / Invigilators /Clerks etc.
The approved list of Exam Centres is prepared in the month of February. All Exam forms duly completed in all respects must reach the Parishad before this period
The Examination forms can be accepted anytime before the examination provided the late fee is paid.
Centers which are unable to arrange for the exams of the transferred students, they may inform the Head Office so that arrangements can be made in time.

For current information, All the centres and students should subscribe for the membership of Patrachar Shiksha Samachar magazine published by Bhartiya Vidyapeeth.
Hindi is the recognised language in case of any controversy. English is just a translation.
